Two submarines checking out our coasts?

The news report of two Russian subs checking off our waters by itself doesn't raise any alarms. However, several months ago there was a news article about thousands of rifles from China or Russia(who remembers the article?) that went to a country in South America. Now North Korea is suddenly releasing two journalists as a good-will gesture. It may well be only that, but ...?
